Baby Blotter is Tutter's little cousin on Bear in the Big Blue House. Baby Blotter is raised by a single mother, Juner.
During the finale song "Tutters Now and Forever" (in "The Tutter Family Reunion"), Baby Blotter exhibits a surprisingly deep baritone voice (supplied by Tyler Bunch).

- Blotter is first mentioned in "A Plant Grows in Bear's House" and is referred to as male. In "Ooh Baby, Baby," the character is referred to consistently as female. "The Tutter Family Reunion" has both: Tutter refers to the character as male, stating "It's little Baby Blotter and his mommy, Juner Tutter," but a bit later, Bear states "Blotter! My, she's gotten bigger."
- Baby Blotter appears on the cover of select home video releases of Visiting the Doctor with Bear, despite not appearing in any of the episodes featured.
- The plot summary for "Ooh Baby, Baby" on Disney+ describes Baby Blotter as being Tutter's niece, which again identifies the character as female. This, however, would make Juner his sister when she is actually his aunt.
