Bishan in the comic issue "Return of the King."
Bishan gives a speech via hologram in "Dungeons and Dominars."
Dominar Bishan is the leader of Hyneria and the cousin of Rygel XVI. While previously mentioned on Farscape multiple times, Bishan doesn't properly appear until The Peacekeeper Wars miniseries (albeit via hologram). For his appearance, Bishan was realized as a digital puppet.
Over 130 years ago (as of "PK Tech Girl"), Bishan overthrew Rygel as dominar of Hyneria and turned him over to the Peacekeepers; the reasons for the coup are never explicitly stated. Throughout the series, Rygel continues to hold a grudge against Bishan and expresses a desire to return to Hyneria and retake the throne.
During the Peacekeeper-Scarran War, Bishan calls Rygel and pleads with him to come back to Hyneria as co-ruler. The Scarrans have taken the Hynerians' outer territories and killed millions. Bishan believes that under Rygel, the Hynerians can successfully unite and revolt against the Scarrans. However, Rygel refuses and says he won't go back home to a shared throne.
Bishan returns in the Farscape comic arc The Beginning of the End of the Beginning. Having refused to answer any of Rygel's calls following the signing of the armistice that ended the Peacekeeper-Scarran War, Bishan uses Rygel's wife Mmyna to lure him to Hyneria. There, Bishan captures Rygel and imprisons him with other Hynerians that could be potential threats to the throne. Ultimately, Rygel gathers a group of supporters and topples Bishan. Rygel then becomes dominar of Hyneria once again.
Later, when the Kkore take control of Hyneria and oust Rygel, Rygel suspects Bishan has been installed as their puppet ruler. He is surprised to learn, however, that Mmyna actually became dominar; Bishan refused to serve the Kkore and was executed. Rygel remarks that he didn't give his cousin enough credit.
