After Elmo magically inflicts himself with a musical spell that makes him sing instead of speaking, Elmo uses Abby's stray wand to make everyone on Sesame Street sing. The song acts as a framing device, as Elmo sings the song (with new lyrics) as he goes around the street with his spell.
The song is also performed in the Sesame Street Live show, Can't Stop Singing, based on the "Music Magic" episode.
