Chikao Ōtsuka (1929-2015) was a Japanese voice actor who dubbed the Skeksis General/Garthim Master in the Japanese dub of The Dark Crystal and The Storyteller in the Japanese dub of The StoryTeller.
Ōtsuka appeared on-camera in fifties and sixties Japanese TV series including Ultra Q and Ultraman. He spent most of his career as a voice actor, beginning with supporting parts on Astro Boy, and was often heard as anime villains. Typical roles included Dr. Eggman in various Sonic the Hedgehog projects, Professor Moriarty on Sherlock Hound, Mercenary Tao on the Dragon Ball series, and Captain Hook on the 1989 Peter Pan anime. He dubbed Hook in the Disney version of Peter Pan and other projects, Stromboli in Pinocchio, Amos Slade in The Fox and the Hound, and Dick Dastardly on Wacky Races and Dastardly and Muttley. He broke type as Hamm in the Toy Story franchise.
In live-action dubbing, Ōtsuka was the primary Japanese voice of tough guy actors Richard Widmark, Charles Bronson, and Jack Palance, as well as Bruno Ganz in Underground, Burgess Meredith on Batman, and Ted Cassidy on The Addams Family.
