SCENE 2 | Oscar asks why Gordon, Susan, and Bob are hanging around and discussing beautification ideas. They explain that soon, there will be elections for the new head of the Neighborhood Council, and there's bound to be changes made to the street afterwards. Oscar is repulsed to hear the two candidates' plans entail beautifying the streets with plants and clean-ups. Oscar asks if there's any Grouch candidates who would remove the flowers and bring in trash, but Susan says if he wants a candidate like that, he'd have to run himself. Oscar thinks he may just do that, but the others don't think he's fit for a political run; he'd need to have an appealing position, make posters, and possibly even hold a parade. Oscar doesn't quite like the sound of a parade, but decides to throw his hat into the ring. | |

He shows off some of the posters he's making, with such slogans as "Vote for Oscar - He's Yuccchhy" and "Vote for Oscar and Get a Smelly Fish Head in Every Garbage Can!" Susan isn't sure these will entice voters, but Oscar is sure he'll get many votes, especially after his upcoming parade. | |

SCENE 4 | The street is decorated with Oscar's campaign paraphernalia. His parade gets underway as many people gather around. A marching band is heard playing "The Washington Post" as Oscar rides down the block in a street-cleaning can (pedaled by Carl the Trashman). A woman (Fran Brill in an onscreen cameo) approaches with her baby, asking him to kiss it. "Kiss your baby?! Are you crazy?!" snaps Oscar, nearly costing him a voter until Susan convinces him to go through with it. He and his parade begin leading everyone to the voting booths. | |
