SCENE 1 Luis, Mr. Hooper, Bob, and Maria are startled when they hear the sounds of a car crash, followed by a low-flying jet plane and a train engine. They and the kids follow the sounds of a marching band to Oscar's trash can, where Oscar has been blasting them through his tape recorder, the tapes being presents from his cousin Clarence. Bob temporarily finds a Mozart tune among Oscar's collection (by mistake according to Oscar), but Oscar has Bob change it to racetrack noises at the Indianapolis 500 and trash being crushed.

SCENE 2 At Hooper's Store, Mr. Hooper, Luis and Maria are further bothered by Oscar’s loud prerecorded sounds, including an explosion, a jackhammer, and a siren. They all go over to his can and tell him to turn it down, explaining the meaning of “noise pollution.” Oscar teases everyone by turning on the sounds of a street cleaner instead and leaving. Maria almost physically attacks Oscar, but Luis has a better idea.

SCENE 5 Big Bird finds Luis working on a table outside of the Fix-it Shop since it's too hot indoors. He then visits Mr. Hooper, who complains that nobody is coming to the store for lunch because of all the noise Luis is making. The two confront each other and get into a fight, making Big Bird upset. Mr. Hooper and Luis reassure him that even though they may get angry with each other, they'll still remain friends. They make a compromise where Luis will have lunch at Hooper's, thereby stopping the noise temporarily.
