Iver amuses his friends with a Hoobledangler, leading Tula to ask, "What makes Tiddlypeeps and Hoobs laugh?"
After watching some videos on the Hoobnet, Iver and Tula notice that while many things make Tiddlypeeps laugh, none of those clips made them laugh. Meanwhile, Groove looks for a place to put his wooden plank.
Hubba Hubba shares a story about a party cracker, a paper chain, and a party blower who compete to see who can make the children laugh the most; the party cracker wins by revealing it has a joke inside. Tula and Iver learn that jokes make Tiddlypeeps laugh, so they ask Hubba Hubba to send them a party cracker.
The joke doesn't make either Tula or Iver laugh, so Iver goes to speak with some Tiddlypeeps. Although they don't find the Hoobledangler funny, they introduce him to whoopee cushions. Unfortunately, the Hoobs don't find these funny either. Tula and Iver sing a song about how Hoobledanglers make Hoobs laugh and whoopee cushions don't.
Roma, dressed as a clown, reports from a circus and tells the Hoobs about the types of physical comedy that make Peeps laugh. Once again, however, neither clowns nor slapstick make the Hoobs laugh. Iver visits the Tiddlypeeps for a second time and discovers tickling, which drives him hysterical. During Hoob News, they report their findings, and Groove finally finds a spot for his plank.
