Groove is looking at the sky through his new Hooby See-More, hoping to spot a star. When Iver takes a turn, he wishes he could have a star of his own, prompting Groove to ask, "How can we get a star to hang in the Hoobmobile?"

After watching some videos of stars moving in the sky, Iver thinks they must be falling down to Peep Planet, and he decides to try catching one, singing "Star Staring."

Iver visits the Tiddlypeeps to learn how to catch stars. They show him how they use nets to catch fish and tadpoles, so he brings a net back to the Hoobmobile. Roma then reports from a desert and explains that the Sun is a star. She breaks the news that stars are far too hot to catch, which makes Iver very sad.

Tula suggests printing out a star to hang in the Hoobmobile instead, but something is missing — a twinkle. Hubba Hubba shares the story of a little speck who longs to twinkle like a real star. Speck discovers that true twinkling comes from kindness, and by helping his thirsty friend, he finds happiness and shines brightly at last.

To test if their paper star can twinkle, the Hoobs bring it under a sheet, but it still doesn’t shine. Iver visits the Tiddlypeeps again, and they decorate the star with tinsel and other shiny objects. After hanging it up, the Hoobs recap their adventure on Hoob News. At the end, Iver laments he could've caught a real star, only for Groove to accidentally knock down their paper star with his Hooby See-More, making Iver’s wish come true.
