Iver and Groove play a game called "Hooby Run and Yell," much to Tula's annoyance, as they are not paying attention to her. This leads Iver to ask, "What does Tula need to do to get noticed during a game of Hooby Run and Yell?"
Hubba Hubba shares some videos of various ways Peeps wave to get each other's attention, including using aircraft marshalling wands. Groove creates some DIY wands for Tula, and she tests them out while they play their game. However, Groove and Iver still don't notice her, so Hubba Hubba shares a story to give them another idea:
Long ago, a town crier's bell named Ding Dong broke, and when the crier tried to deliver news without it, no one listened. So he fixed the bell, and together they brought news to the town once again. Tula decides she needs something that makes noise, so Iver creates a makeshift bell. This doesn't work during Hooby Run and Yell either, because it's not loud enough. Groove makes a bigger bell, but it's too heavy for Tula to lift.
Tula visits some Tiddlypeeps and learns about whistling, but while Iver and Groove manage to do it, she struggles to figure it out herself, singing "If I Could Whistle." Roma then reports from a countryside field, telling the Hoobs about how farmers herd sheep using sheep dogs and a dog whistle.
Iver orders Tula a dog whistle, but when she tries to use it, she discovers only dogs can hear it. Tula visits a group of Tiddlypeeps playing soccer, and they give her a whistle to take back to the Hoobmobile. The whistle is perfect for getting Iver and Groove's attention during Hooby Run and Yell, and the three recap the episode's events during Hoob News.
