SCENE 2 Maria comes out from 123 Sesame Street to find Oscar's can area has been turned into a makeshift television studio. Oscar reveals he's created a new Grouch television station - WORM-TV. His first show, an interview program called Grouch to Grouch, is about to go on air and Oscar's guest, Norma Nasty, has cancelled. Maria is hastily brought on to replace her. Meanwhile, Mr. Hooper and Olivia tune in from the television set at Hooper's Store. Grouch to Grouch begins and Oscar spends the show asking insulting questions to Maria, who storms off the set. Oscar teases the upcoming weather program, as Maria stops at Hooper's to vent her frustrations. Olivia reveals she'll be facing the same fate on another program coming on later...

Mr. Hooper watches the Late Grouch Weather, where Oscar forecasts freezing temperatures, pouring rain and a snow storm. Mr. Hooper bundles up properly, only to realize it's a sunny day as usual.

Due to not being able to think like a Grouch, she blows the first two questions and the prizes that went with them (a trip to Mudville and a fish-skin coat, not that she minds). She becomes interested when the final prize is a freezer. She correctly gets the question right and receives her prize...a block of ice.

SCENE 5 Oscar has a newspaper reviewing his first day of WORM-TV programming. The reviewer is very unkind, delivering not a single ounce of praise to any of the shows. Oscar considers this fantastic news and rushes off to prepare tomorrow's script for As the Grouch Turns. As a grouchy version of the closing theme plays (and skips), Oscar announces the sponsors.
