Eliot Shag, choosing a non-traditional approach to the episode, starts with Ace Hart and Rosie O'Gravy down and out in a homeless camp. With a ripple dissolve, it stems from the mayoral election of Dog City, with Bugsy Vile inaugurated. Further dissolves show Bugsy's campaign only netted five votes (those of himself and his gang). But since the actual winner, incumbent candidate Mayor Kickbark, has been kidnapped, Bugsy wins by default. He proceeds to strip Ace and Rosie of their dog licenses (and all other credentials), rendering them stray dogs.
The parallel Muppet plot has building super Bruno, in the absence of landlady Ms. Fluffé, declaring himself a dictator with a new list of bylaws and a demand to be called Lord Bruno.
