SCENE 1 Gordon plays some football with Oscar, Bruno and the Grouchketeers. Oscar naturally throws the ball too far and too deep, when it lands into a nearby, vacant lot filled with trash and litter. Two pigeons, Aubrey and Louise, see the ball, which Louise believes to be a football-sized peanut. Gordon keeps the kids from going behind the fence, pointing toward the danger sign and goes in himself. Oscar lectures the kids about danger as Gordon stumbles around and crashes trying to get the ball back. Once he emerges, he intends to call the city and have them do something about the dangerous, messy lot. Oscar, despite considering the lot for a vacation spot, volunteers to make the call, since Grouches are good at complaining. Gordon doesn't think this is a good idea and rallies the kids to find a phone before Oscar does. Audrey finds it funny that Louise mistook a football for a peanut, but Louise finds it funnier when Audrey falls off the fence laughing.

Oscar concludes this job will be suited for him and has Bruno carry him off, with Gordon following close behind.

SCENE 3 As instructed, Gordon, Oscar and Bruno arrive at city hall and visit window #16. However, the Anything Muppet clerk tells them they must visit window #16 on the fifth floor for their specific complaint. Once they get there, they're told they're in the wrong department - they want window #16 at the cleaning up department, not the vacant lot department. They finally get to the right window, only to have the clerk clock out for lunch a moment later. Oscar is ready to get angry, but Gordon and Bruno go get lunch as well instead, dragging Oscar along too.

SCENE 4 Gordon gathers all the street residents to the vacant lot to tell them the news from city hall. Oscar beats him to the punch by telling everyone that the city won't clean up the lot right away, but will haul the trash away if the residents clean it themselves. Oscar wants to go back to city hall and yell his guts out at the civil servants, but Gordon spearheads a clean up initiative of his own and asks everyone to return to the lot tomorrow at 11 a.m. As everyone cheers, the Pigeon Sisters announce the sponsors.
