SCENE 1 Susan is rattled by Oscar practicing his bugle, as Grouches practice at getting worse. She convinces Oscar to stop playing by warning him of wearing out his lips. Oscar takes the advice, but the momentary silence is broken when Fluffy starts practicing now.
Song "The First Time" - Children try various activities (riding tricycles, tying shoes, etc.) and progressively improve.

Telly points out that he's not attracting anyone by being too quiet. Sam asserts he's named "Whispering Sam" for a reason and won't change anything, but notes that his hot dogs can be pretty loud. He pushes a button and his cart sprouts flags, neon lights and loud marching music. Telly is frightened away, and Sam assumes Telly isn't a hot dog fan.
