Mopatop opens the episode by offering a small kangaroo, a big bouncy shoe, or a red trampoline with room enough for two. Puppyduck wants to jump on the trampoline, but Mopatop tells her that the safety inspector is coming to the shop today and they have to put all the bouncing things safety away.
In the loft above the shop, Moosey Mouse is trying to get a book from a high shelf, but he can’t reach it. He goes down to the shop to find something high to stand on.
Just then two performing penguins called the Bouncing Pengolinos enter the shop and say that they have lost their bounce and can only bop. Puppyduck uses Mopatop's bounceometer and sprays the penguins and Moosey Mouse, who has just come down to the shop.
At that moment, the safety inspector arrives and recognizes the Bouncing Pengolinos as the penguins jump around. He sings about how he loves them and wants to bounce just like them. The Bouncing Pengolinos welcome him into their group and Puppyduck gives a penguin beak to the safety inspector so he can look like a penguin. Moosey Mouse is able to bounce high to reach the book on the high shelf. When his father asks him what book he was trying to reach, Moosey says that the book is entitled “The Mouse Guide to reaching high places.”
