Irvine, Oscar's niece, decides that she wants to take a bath. Oscar the Grouch does not want her to take a bath, as she is a grouch. Ernie gives Irvine a few bath toys, including a dirty wash rag and a rubber yuckie. Eventually, Stinky the Stinkweed calls Oscar and tells him that he has heard of a kind of bubble bath that he would like. It's called "Bubble Blecch," and has a really stinky smell. Oscar likes the smell, so he allows Irvine to have a bath, but makes Gordon give the bath to Irvine. However, Oscar still does not want to take a bath.
