Fowler Scowler is the sidewalk supervisor of New York City, as seen in Episode 1174 of Sesame Street.
The cantankerous man tells the residents of Sesame Street that he plans on removing the tree outside 123 Sesame Street, with the intention of creating more sidewalk in its place. He cites that trees cause messes on the sidewalks in Autumn due to their falling leaves, which he does not enjoy. After returning to the site with his trusty chainsaw, his plans are ultimately thwarted by the discovery of a bird nesting in the tree; his code will not allow him to tear down anyplace somebody lives.
