The Grouch Cop appears in The Adventures of Elmo in Grouchland. As a police officer of Grouchland USA, the cop arrests Zoe and the rest of the Sesame Street gang who have come to find Elmo as it is illegal to ask a policeman for help in Grouchland. The Grouch Cop later joins the other Grouches in storming Huxley's castle.
