The Grouch Mayor is the elected leader of Grouchland USA. In the 1999 film The Adventures of Elmo in Grouchland, he's the principal singer for the ensemble number, "Welcome to Grouchland."
In production notes for the film, designer Stephen Rotondaro referred to him as a version of Groucho Marx, as is evident by his "Groucho" style face, with glasses, eyebrows, nose, and mustache all connected. His costume was inspired by the Mayor of Munchkinland in the MGM film version of The Wizard of Oz.
In the tie-in CD-ROM game, the mayor is instead voiced by David Rudman.
