The Grouch Mayor was one of the many Grouches featured in the film The Adventures of Elmo in Grouchland. He's the principal singer for the ensemble number, "Welcome to Grouchland." In production notes for the film, designer Stepheon Rotondaro referred to him as a version of Groucho Marx, as is evident by his "Groucho" style face, with glasses, eyebrows, nose, and moustache all connected. His costume was was inspired by the mayor of Munchkinland in the MGM film version of The Wizard of Oz.
