Icy Joe is a famed Fraggle explorer from centuries past, introduced in the Fraggle Rock: Back to the Rock episode "The Legend of Icy Joe." She is a personal hero of fellow explorer Gobo.
She is a giant by Fraggle standards, standing at least a head taller than any other Fraggle and has very thick muscles, even her tail being twice as thick as a typical Fraggle's. She speaks in a slow and somewhat primitive manner, sometimes referring to herself in the third person and the way her eyes are set usually gives her an appearance of anger or annoyance, though the eyelids are capable of opening.
As detailed in her legend song, Icy Joe was a pioneer for Fraggle kind centuries ago, but she never returned from an expedition to some nearby ice caverns. On the day of First Frost, Gobo and Wembley follow the path she took and discover that she has been frozen in ice the entire time, only recently being thawed out due to the new water source for the Great Hall.
The two free her and bring her back to modern-day Fraggle Rock, where her old-fashioned ideals and self-centered nature clashes with the other Fraggles, even managing to anger Mokey. Gobo eventually realizes Icy Joe's legend has all been fabricated - her expeditions were not to benefit Fraggle kind, but to collect rare items for her collection; in fact, her attempt to claim an icy stone from the caverns for herself is what got her frozen in the first place. She also notes that her name comes from her icy attitude towards others, not her explorations.
Gobo helps her see the value in others and helps warm her icy heart. She appears in further episodes of the series, with a nicer demeanor (but still, unintentionally, brutish). She also becomes one of the members of the Wise Council of Fraggles.
