Miss Matty is the owner of Miss Matty's Milk Bar as seen in Episode 2779 of Sesame Street.
In a flashback, Cowboy X and Cowboy O recall the time they were downing some chocolate milks at Matty's bar when they get the urge to make their signature marks (Xs and Os). They begin to fight after the discovery that there is only one piece of paper left. The genial Miss Matty threatens to throw the cowboys out unless they cooperate and share the paper, namely by teaching them how to play tic-tac-toe.
The character is a parody of saloon owner Miss Kitty on Gunsmoke, down to the prominent beauty mark.
