Telly Monster often appears as a reporter for "Monster on the Spot," dressed in a hat and necktie (though he sometimes would wear a trenchcoat like another fabled reporter). While a Sesame Street News Flash can take place in a number of fantastical locations (usually in relation to children's stories), "Monster on the Spot" reports cover things that happen either on Sesame Street or in other real-world locations.

It is unclear as to which news studio Telly works for. In the segment's earliest appearances (specifically episodes 1788 and 1848), Oscar's TV network WORM-TV is referenced. On several occasions, including a News Flash sketch, it is stated that Telly reports for "Sesame Street News." He has also appeared as a remote correspondent for "The Monster Report" in the home video We All Sing Together (in which he retains his "Monster on the Spot" title) and "W-ORD Channel 7 News" in a September 2014 Mashable video.

In addition to performing Telly, Martin P. Robinson voices the segment's announcer for most of its appearances.
