Osgood Wingate III is a neat and fastidious man who appears in Episode 1175 of Sesame Street.
While Oscar the Grouch is vacationing at Chagrin Falls, he's placed a newspaper ad for a tenant to temporarily rent his trash can for the duration. Osgood turns out to be the hapless applicant, who finds the ad's language was intentionally misleading of what type of apartment it is (such as "WBFP" standing for "Won't Bother to Fix Plumbing" instead of wood burning fire place). Osgood is not deterred and pulls out his cleaning supplies to make the can more livable.
Despite not being a Grouch, he inevitably causes the grown-ups just as much frustration with his insistence on cleanliness. He makes them pack their unsightly trashbags into neat boxes, waxes the steps to 123 Sesame Street (preventing anybody from using them until it dries), and forces David to make a simple sandwich using a complicated series of utensils.
When Oscar returns from his trip, the adults expect a strong confrontation between Oscar and Osgood. Instead, Oscar thanks Osgood for all of his work and permits him to return any time. Oscar tells everybody that now that his can is cleaned, he has the opportunity to ruin it all over again.
