Parker is a blue monster with a green nose and a tuft of white feathers on his head.
Though the puppet is typically used as a stock AM Monster, he was referred to as Parker in the "La Charreada" song featured in Episode 2540, where he was played by Jerry Nelson. He also made a named appearance in Episode 2719 (also Nelson).
Many years later, the puppet (with some minor facial feature adjustments) was referred to as Parker by Telly Monster in Episode 4404, where he was played by Ryan Dillon.
Notes
