Penny Waxman is Nora's boss and the head of Wax Town Records in The Muppets Mayhem. She has a romantic connection to Dr. Teeth of Dr. Teeth and the Electric Mayhem (who affectionally calls her "Twinkles"), and has an affection for all things spicy (like hot sauce and wings) and compression socks. She speaks in a raspy voice with an exaggerated New York accent, sprinkled with Yiddish words and phrases.
According to the episode "Eight Days a Week," she is the person responsible for blessing the band with their name.
Her design was based on famous designer Iris Apfel.[2]
