Rafael was a Puerto Rican man who appeared on Sesame Street during the third season. He enjoyed playing with the neighborhood children, and often taught them Spanish words.
He worked with Luis at the Fix-It Shop (then called the "the L and R Fix-It Shop"), which first opened in Episode 0330.
