Rover is a patron of the Dog House, as seen in the special Dog City.
He notably gets into an seemingly endless conversation loop with Ace Yu regarding whether or not Bugsy Them will find out about Ace's plans to cut off his financial ties. Rover insists, "Oh, he will, alright," and Ace replies, "But what if he doesn't?" The two are stuck repeating the same lines over and over until Bugsy arrives, confirming Rover's suspicions.
Since 2015, the puppet has been on display at the Center for Puppetry Arts as part of their permanent Worlds of Puppetry exhibit. A name tag identifies him as "Vinnie Molar."
