Roxanne is a Whatnot chorus girl who appeared as a waitress in the "Cowboy Time" sketch in episode 101 of The Muppet Show.
Her name was only used in the unaired pilot version of the episode. In a backstage scene, Kermit the Frog asks her out on a date, but she shoots him down.
