Rufus is an outer space Grouch that lives on the planet Grautschonia, where you are allowed to make noise all day long.

Finchen imagined what a Grouch planet would look like in the Sesamstrasse episode 2289, after Rumpel says he wants to live on a planet where he can make all the noise he wants all day.
