Scruffy is one of Bugsy's henchmen in Dog City, along with Mad Dog and Laughing Boy. Throughout his appearance, he is constantly scratching at his fleas.
Since 2015, the Scruffy puppet is on display at the Center for Puppetry Arts as part of their permanent Worlds of Puppetry exhibit.
