Shouter is a relative of Tutter's, one of several from Tutter Holler.

Shouter, followed by fellow Tutter Holler Tutters Whiner, Jitter and Jim, file into The Big Blue House to attend "The Tutter Family Reunion." Shouter enters the House with a hearty "Howww-dyyy!"
