Snitch is the name used in CTW documents to refer to a pair of 5-part segments featuring a purple creature who, in each segment, would "swoosh" into frame and subtract items.
In one series of segments, he subtracts apples from the counter of Hooper's Store. (First: Episode 0400) In another group of segments, he subtracts whistles from the front of the Fix-It Shop. (First: Episode 0535)
The name comes the fact that he is stealing products on display. His distinctive features include two sharp upper teeth, heavy eyebrows over wall-eyed pupils, shaggy purple fur, and a long faded-blue nose. He punctuates his math commentary with a brief chuckle.
