Steven was a plodding canine night watchman (a guard dog, if you will) who appeared in the animated portions of Dog City. Steven, along with cat burglar Yves la Chance, appeared in recurring short segments emphasizing comic slapstick, beginning with the third season premiere, "The New Litter."
