The Weather Guy appears in episode 10 of From the Balcony. In his segment, the Weather Guy forecasts the reaction of the movie theater audience while viewing the movie The Weather Man. It is presented in much the same way as a meteorologist would forecast the weather.
The Weather Guy puppet originated in Muppet Meeting Films, and was recycled as a French critic in From the Balcony episode 15.
