Was just thinking. Would it be cool to have a 'retired characters' section? Lots of characters like Sam the Robot, Harvey Knee Slapper, Don Music, Johnny and Sal, and several dozen others have all been retired due to puppeteers dieing, retiring, them falling apart, or just not working, like Fleet or Angus McGonagal. Or would this clutter up the wiki?
I suppose it might be interesting to compile a list of characters with official reasons for not appearing, but it might be too broad unless rules are in place as to what characters are important enough for it (i.e. "Angus McGonagle doesn't appear anymore because..."). And there would be a lot of "X character was retired due to the puppeteer's death or departure from the series."
If we handled it at all, it would have to be a list, not a category or section, preferably with quotes or other sources to explain when a character was specifically dropped (as opposed to "just stopped being used or never caught on," which applies to a lot). And might have to decide on a time frame (even with Johnny and Sal, the reply from Bill Barretta was that they wouldn't have time to rebuild them for that season of the show; it doesn't mean it won't happen if a project comes along where the writers have a role for them and they have enough budget, so not interstitials or viral stuff).
For Angus McGonagle, he's obscure, but he was designed for one specific episode, and appeared in the background of another. That was it, so I'm not sure retirement applies (any more than it would for say the Seven-foot-tall Talking Carrot).

This would apply to those you named and many others (especially from those periods in the eighties and nineties when the show tended to add characters in bulk and only a few stuck around).
If you can't find an official reason or quote or statement (just "They stopped appearing after season X"), it's not worth including. (Especially when you'd reach characters who continued to appear in merchandise long after they'd stopped showing up on the show.)
Yeah. I feel there needs to be a specific reason for a character's disappearance other than "They just stopped writing things for them," which is most likely the case for characters like Monty (and virtually anyone else who debuted that season, other than Rosita).
Understood. I just went through and wrote down characters that just, up and left, like Granny Fanny, probably retired due to Carol just wanting to be Big Bird and Oscar. Bruno was retired cause he fell apart in storage.
I'd suggest leaving out any "probably" examples. Granny Fanny Nesselrode only has four known skit appearances (maybe a few more), most of us know her because she was used years later in books and merchandise (showing up as late as 1986). That's not a good example and wouldn't really fit the page you propose.
Bruno is a better example, since we have a specific explanation and it's well-sourced.
