Tornado appears in the Weather episode of Elmo's World, which causes Elmo to go outside in order to talk with the giant wind storm. He explains that tornadoes are dangerous, and the things you can do in different kinds of weather.
He first appeared at the end of A Brief History of Motion Pictures, ripping through the movie set and sending the entire cast away. For "Elmo's World," the puppet was reshaped with a less conical form and his eyes were altered (with both pupils the same size and thicker eyebrows).
