Webley appears in The Wubbulous World of Dr. Seuss episode "The Birthday Moose."
The very stern bird is an operative of the K.H.B.A. (Katroo Happy Birthday Associ-I-ation), sent to deliver messages on behalf of the Birthday Bird, who is currently stuck in a frozen tundra. When Thidwick the Moose receives word that the Birthday Bird won't be visiting him, he takes it upon himself to pose as the bird and bring all the others celebrating their birthday to Katroo. Webley is not amused by this unregulated impersonation and trails the moose, noting down all the violations he racks up.
Eventually, when Thidwick and the crew are unable to reach Katroo, the real Birthday Bird shows up. Webley tries to report the transgressions of the "malfeasance moose" to his superior, but the Birthday Bird tosses his notepad away, claiming it's not in the spirit of their job or celebrating birthdays. The Birthday Bird also remarks that Webley is merely a "trainee" and still has a lot to learn about the job.
