Whispering Sam is the beatnik proprietor of (appropriately enough) Whispering Sam's Hot Dogs, a food cart that Gordon and Telly Monster encounter in Episode 2950 of Sesame Street.
Clad in dark clothing and shades, Sam displays a mellow temper, going so far as to whisper everything he says. Telly surmises that this may be the reason he hasn't sold a lot of hot dogs, and suggests he be louder in order to attract more customers. Sam believes in a high moral work ethic; he's not called "Whispering Sam" for nothing. However, the same does not go for how he advertises his hot dogs, which are contained in a very noisy cart (which ends up scaring Telly off).
